              Independent Hawkesbury FIRST has: 

        A strong VISION for the Hawkesbury which puts Hawkesbury and its people FIRST;

        A total commitment to local jobs;

        A  code of conduct which requires open, honest and fair dealings with the people of the Hawkesbury in all important matters;

        A belief that a clean and healthy environment is fundamental to our future well being and growth as a cohesive community;

        A rock solid determination to building a strong, vibrant, innovative, evolving, cohesive and productive community.

        A strong track record of building and making a difference in our local community.


          Independent Hawkesbury FIRST will:

        Ensure that the Hawkesbury and its people are placed FIRST in all matters including in dealing with external groups, agencies, departments, governments, developers, and others wishing to influence or impact our future;

        Provide a strong, clear, effective and INDEPENDENT voice for the needs and wants of the people of the Hawkesbury;

        Set a high standard of ethical and professional behaviour;

        Ensure that local democracy is enhanced and strengthened as a result of Council family and resident-friendly policies of access to council meetings; Web-cast technology to be introduced as a matter of priority so that remote and isolated communities unable to travel to Windsor can still see and hear the council meeting debates and proceeding;

        Ensure that any urban development is carefully planned, is sustainable, and above all, wanted by our people;

        Consult ALL stakeholders regarding the concept of a new, modern and jobs creating CBD at Clarendon;

        Consult ALL stakeholders regarding the concept of a new and best practice urban housing development at Yarramundi 'paddocks';

        Ensure that the health and long term recovery of our river is given a much higher priority by ALL levels of Government;

        Ensure that large scale recycling initiatives are not at the expense of water available for farming;

        Ensure that a strategic Floodplain Management Plan is developed and implemented without delay;

        Ensure that the Master Plan for Windsor, its associated development control plan and the enabling amendment to the local environment plan are completed;

        Ensure that a Master Plan for North Richmond, its associated development control plan and the enabling amendment to the local environment plan are completed and includes a new high level bridge and road infrastructure to eliminate delays and bottlenecks from Richmond to Kurmond;

        Ensure the State and Federal Governments understand the need for much greater water flow in our river;

        Lobby strongly to prevent  sand mining at Richmond lowlands;

        Ensure that sewerage for the urbanised areas of our city is given the highest priority both at the local and at the State levels;

        Ensure that our rural fire services are given the highest priority and allocated sufficient funds for quality facilities and operations to do their job; Work to eliminate DA fees and charges for all RFS and SES building improvements.

        Ensure that farming, business and commerce grow strongly and produce wealth and prosperity for the people of the Hawkesbury within a strategic planning framework determined through public consultation and decision making;

        Work hard to facilitate innovative and practical ways to create good quality local jobs;

        Lobby strongly for better and much safer roads throughout the Hawkesbury;

        Lobby strongly for a fast track upgrade of the Richmond Road between Richmond and the M7;

        Lobby strongly for better recreational  and sporting amenities throughout the Hawkesbury especially in growing and non-urbanised areas of our City;

        Ensure that our farming and other unique heritage is valued and given a central role in our planning and decision making;

        Keep our parks and reserves in community ownership and especially keep the Australiana Pioneer Village at Wilberforce in community ownership;

        Lobby vigorously and forcefully to ensure that the Federal Government understands the importance of retaining the RAAF base and its personnel to the social, economic, growth and vitality of our City;

        Lobby vigorously and forcefully to ensure that the Federal and State Governments understand the importance of retaining a strong and vibrant University campus at Richmond to the social, economic, growth and vitality of our City;

        Lobby vigorously and forcefully to ensure that infrastructure such as parking, rail, telecommunications, fast broadband Internet access, child-care, youth and cultural facilities are given the highest priority within Council and State agencies;

        Lobby vigorously and forcefully to ensure that Hawkesbury City Council gets a fair and increasing share of the Financial Assistance Grants (FAGs) available from Federal and State Governments based on a solid and clearly articulated business case;

   Ensure that Council sets up a financial framework which quantifies, and accounts for, our considerable 'green' accounting opportunities in readiness for carbon trading and reporting;

        Ensure that strategic thinking as well as strategic planning within Hawkesbury City Council is given the highest priority;

        Ensure that family values, care and nurture for our children, our aged and our people with impairments are given a central place in our thinking, planning and decision making.
